For vendors, that means adoption depends less on mandates and more on trust, peer validation, and proven results.</p> <p><a href="https://www.linkedin.com/in/melinda-fiscus-b060059b/" target="_blank">Mindy Fiscus</a>, Director of Governmental Affairs at the Learning Technology Center of Illinois, recently joined the EdGate Powers Podcast to share her perspective on state-level edtech. She highlighted three areas vendors need to pay attention to:</p> <h3>1. AI: From Fear to Everyday Utility</h3> <p>AI guidance now exists in more than 30 states, but the tone is shifting. Instead of blocking access, Illinois emphasizes training and integration. As Fiscus put it, “It’s no different than banning calculators in the 90s—we can’t hide from it.” The focus now is helping educators use AI responsibly for lesson planning, differentiation, scheduling, and more, while teaching students ethical, effective use.</p> <h3>2. Cybersecurity: Not If, but When</h3> <p>Unlike AI, cybersecurity is non-negotiable. “We are a target,” Fiscus said, noting that school systems hold rich, hijackable data. Illinois districts face ransomware attacks that can shut down not just instruction, but HVAC and security systems. A new $200M FCC pilot will test what federal support could look like, but Fiscus stressed that every district needs a plan: “It’s an emergency planning process, not just a tech process.”</p> <h3>3. Creativity, Coding, and Career Pathways</h3> <p>Illinois is leaning into project-based learning, STEAM, and career readiness. Students are encouraged to present learning in creative ways—videos, art, or coding projects—not just traditional essays. “Coding is the next language everyone will need,” Fiscus explained. As a result, STAAR will continue for the 2025–2026 school year, and no new assessments will be introduced yet. The Texas Education Agency (TEA) plans to spend the upcoming school year reviewing data from recent pilot programs before making future recommendations.</p></div> <h2>Current Timeline</h2> <p>Introduced to the Texas House of Representatives on February 25th, 2025, Texas HB4 proposed ending the use of STAAR tests in the curriculum. In its place, the bill suggests that schools give students three shorter tests at the beginning, middle, and end of the school year. These proposed tests aim to act as “learning checkpoints” to examine student progress throughout the year. If passed, the bill proposed administering the tests as early as the start of the 2026 spring semester. </p> <p>Although HB4 passed through both legislative chambers, it ultimately failed <a href="https://www.texastribune.org/2025/06/01/texas-legislature-staar-test-bill-dies/" target="_blank">due to disagreements about implementation</a>, such as when tests would be given, whether they would be norm- or criterion-referenced, and how performance would be rated. The Texas House and Senate were unable to reach a final compromise before the end of the 89th Legislative Session on June 2, 2025</p> <h2>What Does This Mean For The Future of Texas’s Standardized Testing?</h2> <h4>The Texas Education Agency confirmed that STAAR will continue to be administered during the 2025–2026 school year.</h4> <p>Despite HB4 being unsuccessful, the TEA is working to develop a potential replacement for STAAR tests, <a href="https://tea.texas.gov/student-assessment/assessment-initiatives/ttap-year-1-pilot-report.pdf" target="_blank">the Texas Through-Year Assessment Pilot (TTAP)</a>. The TTAP tests are <a href="https://tea.texas.gov/student-assessment/assessment-initiatives/texas-through-year-assessment-pilot#:~:text=As%20a%20result%2C%20there%20will,a%20cohesive%20progress%2Dmonitoring%20system." target="_blank">not planned to be administered</a> during the 2025-2026 school year. Instead, as per the Texas Education Agency, the organization will be using the duration of the school year to analyze test data collected over the past three years. After this, TEA plans to gather feedback and create new, replacement testing materials accordingly. </p> <p>Outside of TEA, discussions regarding what should be done about the STAAR testing format continue. In the meantime, STAAR continues to act as Texas’s forefront testing initiative for measuring student progress and readiness. Or the K-12 curriculum <em>standards</em>? It’s the egg/chicken question that EdGate is often asked. And this is exactly what visitors to the EdGate stand at BETT 2025 wanted to know.></p> <p>BETT UK is the largest education technology exhibition in the world. It occurs every January welcoming over 35,000 people and over 600 Edtech and resource solution providers. This year EdGate exhibited as part of the <a href="https://www.techlearning.com/features/bett-2025-gets-the-best-from-usa-edtech" target="_blank">USA EdTech Coalition</a> in the global showcase area of the enormous ExCeL London exhibition center. The halls of the exhibition center were flooded with educators from around the world looking for new technology and/or content to use for their students, as well as content creators looking to partner with other EdTech suppliers.</p> <h3>Do Standards Lead the way?</h3> <p>To get back to the question at hand, while some companies do begin writing content without referencing the standards, they are ultimately required to align their content to K-12 Curriculum standards, at least if they are serious about ensuring that their content is adopted, purchased and implemented into education systems. Without the security of the specific state or country standards alignment, curriculum that does not mean specific standards may be cast aside.</p> <p>As one BETT attendee said, “Everything stems from the standards.” We agree. To illustrate:</p> <ul> <li><strong>Content Management Systems:</strong> Users of a content management system need access to standards in order to write content to meet the standards. <br></li> <li><strong>Online learning materials, textbooks, educational games, educational videos, etc: </strong>Content buyers must see proof of alignment to learning outcomes in order to use materials within the classroom.<br></li> <li><strong>Assessments:</strong> Assessment items need to meet standards in order to assess if a student has mastered specific learning concepts.<br></li> <li><strong>Content delivery systems:</strong> Educators have to see the connection between content and the learning standards. This is typically required by the state or governing body.<br></li> <li><strong>State Learning Ecosystems:</strong> Standards create interoperable digital learning ecosystems and make learning technology more accessible by personalizing resources, interfaces, and content.<br></li> </ul> <p><strong>So from an evolutionary perspective, standards are the egg.</strong></p> <h3>Ministries of Education Looking at Standards for Global Perspective</h3> <p>Our location in the Global Showcase area of the BETT conference hall gave us close access to the various Ministries of Education and government-selected suppliers from countries such as Korea, Italy, Bulgaria, Turkey, Saudi Arabia, France and more. The various ministries of Education expressed different interests than those of the educators and EdTech companies we spoke to. The MOE’s are looking for the ability to compare learning standards across the world. We were asked questions like:</p> <ul> <li>How can I compare my learning standards with the Australia standards or the Common Core standards?</li> <li>What are the gaps that we see when comparing standards across the world?</li> <li>Are students in some countries being introduced to concepts earlier than other countries?</li> <li>And the age-old question: what country has the gold standard set of standards? </li> </ul> <p>Indeed, not all standards are created equal. While some states and countries have amassed volumes of individual learning standards, other countries are getting by with very thin (or non-existent) standards documentation. </p> <p>EdGate will be hosting a <a href="/webinars/align-to-open-new-markets">special “International Edition” webinar on February 27th</a> focusing on how to open global markets.
